Street Works Support Manager

We currently have an opportunity for someone experienced in the Street Works sector to act as Street Works Support Manager for our energy company client.
Our client carries out approximately 100,000 excavations in the public highway each year, the street authorities have a right to inspect those works and defect any failures. There are over 9,000 charges received by our client each year relating to defects, over runs and fixed penalty notices. All charges require full investigation and response to street authorities; many charges are either not justified or not payable at the invoiced value.
We are looking for someone who can manage a financially biased team responding to charges for streetworks from the authorities. You must have prior experience of liaising with the technical side of a local authority and the role is 90% office based, not managing a team of engineers on site. Knowledge of SAP would be an advantage and the role is more ‘clerical’ than engineering.

DIMENSIONS:
Responsible to the Customer Services Manager for the effective management of street work charges for all 3 licensed areas LPN, SPN, EPN with approximate annual charges of £10M.
Build and maintain relationships with over 50 Street Authorities, contractors and other business areas.
The team consists of 6 Street Works Charges Analysts. Each Charge Analyst responsible for either a group of authorities or a charge type for all three networks.
Strict timescales are involved for response to authorities; therefore management of individual workload is a priority
PRINCIPAL ACCOUNTABILITIES:
  • Ensure achievement of all performance standards
  • Deliver all activities within budget
  • Ensure high standards of customer service
  • Ensure staff are trained, developed and motivated to deliver excellent service
  • Manage customer relationships with external stakeholders, especially local Highway Authorities
  • Manage relationships with internal stakeholders, Capital Programme, Customer Operations, Connections and our groundworks contractors to ensure street works charge management processes operate effectively and efficiently
  • Manage all street works charges, create and maintain an effective and efficient process these being: Section 74 charges, defects, inspection fees, fixed penalty notices and permit fees.
  • Ensure all records are updated with quality information as required, ensure purchase orders and invoices are raised where appropriate.
KNOWLEDGE & EXPERIENCE:
  • Good level of education
  • Experience in the Street Works arena
  • Proven financial skills
  • Management experience
  • Knowledge of NRSWA and TMA legislation.
  • Ideally experience of and the ability to build good working relationships between; key external stakeholders, including government, street authorities, business departments and contractors.
  • A working knowledge of the street works noticing. Ideally understanding of EToN systems particularly Mayrise.
NATURE AND SCOPE:
Street works team is part of Supply Chain and supports all areas of the business in relation to street works issues. With 100,000 excavations in the highway each year and many other works impacting upon the flow of traffic there is a need to ensure the company complies with legislation and meets the public expectations.
All street works related charges for the company are centrally managed by the Charges Team, all invoicing and payments managed after investigation and where necessary negotiation with authorities. Due the nature of charging relating to non compliance working on the highway the volume of work is unpredictable. At any given time the team are likely to be managing over 2,000 charges.
The role holder will manage a team of Analysts who liaise with project managers, jointers, contractors and others involved in working on the highways to understand the cause of charges.
There is a requirement to liaise directly with Street Authority and/or contractor representatives to ensure any charges are fully agreed and any negotiation is completed effectively.
Ensure correct MI is produced and understood by relevant teams within the business for all charge types throughout the process, with particular emphasis as Charges Manager on budgets, debt recovery and contract management.
