World's first budget carbon assessment published by Scottish government

The Scottish government claims to have become the first administration in the world to produce a carbon assessment of its budget.
Finance Secretary John Swinney published the Carbon Assessment of the 2010-2011 Budget with the draft budget presented to the Scottish Parliament yesterday.
Calculated on expediture data presented in the Draft budget, the assessment sets out the carbon impact of Government spend, providing an understanding of the impact of Scottish Budget expenditure on global greenhouse gas emissions.
Mr Swinney said this “significant” and “experimental” step proved Scotland was “a world leader in addressing climate change.”
The assessment will be a statutory requirement of Scotland’s Climate Change (Scotland) Act, which established a framework of annual reduction targets for Scotland’s greenhouse gas emission, working towards an 80% reduction by 2050.
Swinney also said: “it is vital to have analysis available to help inform critical decisions on how to take appropriate action during these challenging economic times. Preparing a Carbon Budget Assessment is a step forward in this process.”
